International Criminal Investigative Training Assistance Program (ICITAP)
MPRI is contracted with the Department of Justice (DOJ) to provide personnel and logistics support to the DOJ International Criminal Investigative Training Assistance Program (ICITAP). Through the ICITAP program, DOJ delivers law enforcement training and organizational development assistance to foreign law enforcement agencies. Through DOJ ICITAP, MPRI provides DOJ approved and cleared civilian police instructors and advisors to police agencies to nearly 40 countries worldwide.
The DOJ ICITAP teams work in partnership with host countries to custom-design programs to meet their specific needs stressing sustainable, institutional development for long-lasting benefits.
DOJ ICITAP trains and assists professional civilian-based law enforcement institutions to:
- Enhance professional capabilities to carry out investigative and forensic functions
- Assist in the development of academic instruction and curricula
- Improve the administrative and management capabilities of law enforcement agencies, especially their capabilities relating to career development, personnel evaluation, and internal discipline procedures
- Improve relationships between police and the community they serves
- Create or strengthen the ability to respond to new crime and criminal justice issues
DOJ ICITAP provides short and long-term law enforcement specialists to:
- Assess strengths and weaknesses of law enforcement systems
- Establish new law enforcement organizations
- Enhance or reform existing law enforcement organizations
- Instill and institutionalize modern professional policing practices
- Support international civilian law enforcement peacekeeping operations
DOJ ICITAP Forensic Services provides training and technical assistance to help:
- Develop new or enhance already existing crime laboratories
- Improve forensic medicine capabilities
- Establish proficient crime scene processing units
- Develop effective laboratory management operating procedures, polices, and protocols
DOJ ICITAP develops and strengthens foreign civilian-based police forces in the following areas:
